It’s specific for every college, you have to go on the college’s website and search “international scholarship” that should bring up the different options and how to apply

Elite universities in the USA actively offer scholarships to International students. Most other USA universities either do not offer scholarships or have only very limited scholarships for international students.
You might be stuck going to New Zealand…

I would suggest you do a web search on the same first and then do reviews of the said scholarships to check for their authenticity.

University Language Services is currently hosting a scholarship photo contest for international and study abroad students. You must be either a high school senior or already enrolled in a college or university in the US. Check out the link, as it has more detailed qualifications.
