Which universities in europe,UK,US offer postgrad full scholarship for international students in IR?

I am an International student at University of South Australia, about to end my bachelor of International Studies(3yrs) or IR in next month. I am an Indian national. I am very much interested to persue a masters programme in a related field from any of the European, UK, US universities which offer full scholarship to international students. Plaese if you can give me some resources about those universities which offer full scholarship to international students that will be fantastic. May it be an average ranking university.

If you only have a three year degree, no US school will accept you. You need a four year degree to do postgrad work in the US.
