Is there any university where international students can get full-tuition & fees scholarship?

Well, for most of the times American universities don't give financial aids and stuffs besides scholarships to international students. But, for example, DSU where I study provides financial aid program so-called Global Awareness up to 60% of the tuition. It is like cultural exchange and stuffs.
So, can you please tell me if tere is any universities in the US like that. Thank you so much.

I know US universities offer some help for international students, but I doubt you would receive any full scholarships based on that alone.

I am interested in international student financial aids,too.But I don’t expect full tuition scholarship,I would be overjoyed if they can cut 60%,lol
