If you get a SAT score of 1630 for a scholarship, is it worth applying or is it too low when you are overseas.

For example, a person in the Caribbean got a SAT score of 1630 and wants a scholarship to persue a degree,but does not know if it makes sense applying with such marks. Also, the person is an 'A' student with co-curricular activities and is very promising if given the chance to obtain the degree.
