Is there a scholarship grant for International Medic students in Canada?

I got to know - that for straight A's pre-uni International students - is offered a grant in term of full scholarship by the Canadian government or so - only incase they become Canadian citizen and serve the Canadian people and government for rest of thier life after they become full fledge doctors.

Incase they flee after grad thus their medical school will forfeit thier practising license and hurt thier profile.
